Qasim Ali Shah is 1st Vice President of the Local Councils Association of Khyber Pakhtunkhwa. The First Vice-President has all powers and performs all duties and functions of the Senior Vice-President in the absence of the Senior Vice-President. He assists the Senior Vice-President in the performance of his duties.
