LCA KP believed that LCA KP and the government in a cooperation framework could play a pivotal role for strengthening local governance in Khyber Pakhtunkhwa. Such partnerships of elected councils and the government is commonly practiced around the world for an effective development. To achieve this aim, there is a need for an institutionalized cooperation framework between the elected representative body of the councilors (LCA) and the government.

In this context, LCA KP drafted the attached concept paper for LGE&RDD and the concerned committee on LG reforms as well as the Law/Finance Department to consider while drafting the revised law on local governance in the province. The paper is based on positive ideas regarding mainstreaming LCA KP in an institutionalized manner to strengthen governance at grassroots level.
