The Local Councils Association – Khyber Pakhtunkhwa (LCA-KP) was established in 2008 under, “The Societies Registration Act, 1860” as an independent and private association of the elected local government representatives. The Association, being a representative body of more than 42,000 elected councilors, aims to increase the effective participation of the councilors and citizens in local government planning, development and decision-making within the framework of participatory democracy and associative spirit. Since its inception, the LCA-KPis striving to strengthen the local governance structure in the province as enumerated under Article 140-A of the Constitution of Pakistan.

Our Vision

Unified, strong and effective LCA to ensure establishment of vibrant local government system as enumerated under the Article 140-A of the Constitution of Pakistan.

Our Mission

To ensure close linkages, coordination, interaction and association with the representatives of the local governments within and outside the province to chalk out strategies and plans to resolve issues and problems being faced by the local governments.

Our Objectives

Strengthen the voices and increase the effective participation of councillors and citizens in local government planning, development and decision-making within the framework of participatory democracy and an associative spirit.

Enhance the capacity and functioning of local governments, and facilitate cooperation among all tiers for effective service delivery and developments by all levels of governments.

Encourage and facilitate joint actions to solve common issues and to promote the development of communities and the people.

Establish and maintain good relations and on-going liaison with Provincial and Federal Governments in the shared interests of all levels of government and the citizens of the province of Khyber Pakhtunkhwa.

Provide a united and influential forum in the representation of local governments’ interests on policies, legislation, plans, development programs and other measures affecting them.

Provide and implement strategies and mechanisms for the sharing and exchange of expertise, knowledge, best practices and other resources locally, nationally and internationally.

Promote gender equality & proactively integrate equality in all tiers of local government planning, development and decision making.

Establish and maintain linkages and collaborative relations with regional and international Local Government Associations, agencies, institutions and other organizations in order to achieve the above objectives.
